This messenger flower book is the result of research in 2016 carried out by the Regional Autonomy Team at the LIPI Political Research Center (P2P) as an effort to examine local political issues, especially asymmetric fiscal decentralization, entitled Political Fun Management Special and Special Autonomy. The cases taken in this study are managing otsus funds in Aceh and West Papua, as well as managing special funds in the Special Region of Yogyakarta (DIY). These three regions have specialties and privileges because they have a different financial management scheme from other general autonomy areas. However, in its implementation, management of otsus and special funds is not optimal in providing a positive effect on improving the welfare of local communities.
